The 23rd regular session of BiH Presidency held

The Presidency of BiH accepted the invitation sent to BiH Presidency Members for the participation in the Dialogue at the high level about the process of BiH accession to the EU, which is to be held in Brussels, on 27 June 2012,

The invitation sent to BiH Presidency Chairman to visit Azerbaijan in October this year was accepted, and the Presidency of BiH decided to send an official invitation to the Emir of Qatar, Sheikh Sabal Al-Ahmad Al-Sabah to visit Bosnia and Herzegovina.  

BiH Presidency considered Information from the BiH Ministry of Foreign Affairs related to procedures conducted and the process of the selection of the candidate for the position of director of RACVIAC, and they brought Decision to suggest Branimir Mandić, the current deputy BiH Foreign Minister, for this position.

The Presidency of BiH brought Decision on launching procedures for the purpose of concluding the Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Russian Federation on both-way travel of citizens, and Decision on accepting the Memorandum of Understanding between Bosnia and Herzegovina and the United Kingdom of Great Britain and Northern Ireland on activities and the status of the British Council in Bosnia and Herzegovina,

BiH Presidency acknowledged Information from the BiH Ministry of Defence on the reasons for the delay in submitting the suggestion on the Assessment of Feasibility for BiH Armed Forces Military Police unit to join the ISAF, as well as the Information on the participation of BiH in NATO Concept of Smart Defence

A Decision was brought on accession of Bosnia and Herzegovina to the Acts of the Universal Postal Association adopted at the 24th Congress, Geneva 2008, and a Decision on launching procedures for the purpose of concluding the Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Serbia on the building of the bridge over the river Drina and the border crossings Bačevci – Fakovići,

BiH Presidency brought Decision on accepting agreements and signatory designation for:

  • Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the United Arab Emirates on air traffic between and outside their territories,
  • Amendment No. 1 on the Contract on Financing between Bosnia and Herzegovina and the European Investment Bank, Project of Rehabilitation of roadways in Republika Srpska (FI 23.599),
  • Amendment on the Agreement on Amendments of the Contract on Financing between Bosnia and Herzegovina and the European Investment Bank – Project for roadways of Bosnia and Herzegovina – Sarajevo bypass (FIN 20.515),
  • Agreement on establishment of the Centre of Excellence in Finance (CEF) between the Ministry of Finance and Treasury of Bosnia and Herzegovina and the Ministry of Finance of the Republic of Slovenia,
  • Agreement between Bosnia and Herzegovina represented by the Council of Ministers of Bosnia and Herzegovina, acting through the Ministry of Civil Affairs of BiH, and the Swiss Confederation, represented by the Ministry of Foreign Affairs acting through the Swiss Agency for Development and cooperation, on the support to the project of the Regional Centre for Development in the field of Mental Health in South-Eastern Europe Strengthening the capacity of mental health professionals  and user associations,
  • Bi-annual Agreement on cooperation between Bosnia and Herzegovina and the Regional Office of the World Health Organisation for Europe for 2012-2013, 

A Decision was brought on launching procedures for leading negotiations for the purpose of concluding:

  • Agreement on cultural, educational, scientific and technological cooperation between the Council of Ministers of Bosnia and Herzegovina and the Government of the Czech Republic,
  • Agreement on cooperation in the field of science, culture, education and sport between the  Council of Ministers of Bosnia and Herzegovina and the Government of the People’s Democratic Republic of Algeria,
  • Memorandum of Understanding in the field of education and science between the Council of Ministers of Bosnia and Herzegovina and the Government of the State of Qatar,
  • Agreement on Extradition between Bosnia and Herzegovina and the Republic of Lebanon,

BiH Presidency brought Decision on accepting agreements and signatory designation for:

  • Agreement between Bosnia and Herzegovina and the People’s Republic of China on extradition,
  • Agreement between Bosnia and Herzegovina and the People’s Republic of China on aid in civil and business matters,
  • Agreement between Bosnia and Herzegovina and the People’s Republic of China on legal aid in criminal matters,
  • Agreement between Bosnia and Herzegovina and the Republic of Moldova on legal aid in civil and criminal matters,

At today’s seession a Decision was brought on accepting agreements and signatory designation for:

  • Agreement between the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and the Ministry of Food, Agriculture and Livestock of the Republic of Turkey on cooperation in the field of agriculture and rural development,
  • Agreement on trade and economic cooperation between the Council of Ministers of BiH and the Government of the Kingdom of Morocco,
  • Agreement on legal status of the Regional Environmental  Centre for Central and Eastern Europe (REC),

BiH Presidency brought Decision on accession of Bosnia and Herzegovina to:

  • Madrid Agreement for the Repression of False or Deceptive Indications of Source on Goods of 14 April, 1891,
  • Lisbon Agreement for the Protection of Appellations of Origin and their International Registration of 31 October, 1958,
  • Changes and Amendments of the Statute of the International Atomic Energy Agency (IAEA),

A Decision was brought on accepting agreement and signatory designation for the Agreement between Bosnia and Herzegovina and the International Atomic Energy Agency on application of protective measures in relation to the Treaty on Non-Proliferation of Nuclear Weapons and Additional Protocol with the Agreement between Bosnia and Herzegovina and the International Atomic Energy Agency on application of protective measures in relation to the Treaty on Non-Proliferation of Nuclear Weapons,

BiH Presidency brought Decision on ratification of a number of Agreements:

Agreement on the Grant within the framework of the State Program IPA 2009 for Bosnia and Herzegovina – Improvement of the Infrastructural Regional Basic Transport Network in BiH – rail transport, between Bosnia and Herzegovina and the European Investment Bank;

Agreement on Loan between Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury of BiH, and Unicredit Bank Austria AG – Project Building of Sewage and water supply in the municipality of Čelić;

Agreement on Loan, Financing and project between KfW, Frankfurt am Main, and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury of BiH (borrower), Federation of Bosnia and Herzegovina, represented by the Federal Ministry of Finance, and Republika Srpska, represented by the Ministry of Finance of Republika Srpska, and the Public Company Elektroprivreda BiH d.d. Sarajevo (EP BiH) and the Public Company Elektroprivreda of Croatian community Herceg-Bosna d.d. Mostar (EP HZBiH) and the Public Company Elektroprivreda Republika Srpska d.d. Trebinje (EP RS) for 17,000,000,00 Euros - SCADA/DMS/OMS at the distributional level;

Agreement on Financing between Bosnia and Herzegovina and Republika Srpska and the European Investment Bank – Emergency Aid in cases of Flood and Prevention – A;

Memorandum of Understanding between the Council of Ministers of BiH and the Government of Lichtenstein on establishment of the migration partnership between Bosnia and Herzegovina and Lichtenstein;

Amendment No. 1 on the Agreement on Financing concluded between Bosnia and Herzegovina and the European Investment Bank, 26 November 2009  in Sarajevo – Loan of IRBRS for small and medium enterprise (FI 25.254);

Memorandum of Understanding between the Ministry of Communications and Transport of BiH, Ministry of Transport, Naval transport and Telecommunications of Montenegro and the Ministry of Public Works and Transport of the Republic of Albania for reconstruction and modernisation of the road Sarajevo - Podgorica - Tirana (R2b);

Agreement on the Centre for Security Cooperation - RACVIAC,

Amendments to the Financial Agreement between Bosnia and Herzegovina and the European Commission regarding the cross-border program Bosnia and Herzegovina – Serbia in the framework of IPA component of cross-border cooperation for the year of 2008,

Agreement on Financing between Bosnia and Herzegovina and the European Commission with regards to the cross-border program Bosnia and Herzegovina – Serbia in the framework of IPA component of cross-border cooperation for the year of 2010,

Agreement on Financing between Bosnia and Herzegovina and the European Commission with regards to the cross-border program Bosnia and Herzegovina – Montenegro in the framework of IPA component of cross-border cooperation for the year of 2010,

Amendments to the Financial Agreement between Bosnia and Herzegovina and the European Commission regarding the cross-border program Bosnia and Herzegovina – Montenegro in the framework of IPA component of cross-border cooperation for the year of 2008,

Amendments to the Financial Agreement between Bosnia and Herzegovina and the European Commission regarding the cross-border program Bosnia and Herzegovina – Croatia in the framework of IPA component of cross-border cooperation for the year of 2008,

Agreement on Financing between Bosnia and Herzegovina and the European Commission with regards to the cross-border program Bosnia and Herzegovina – Croatia in the framework of IPA component of cross-border cooperation for the year of 2010,

Amendments to the Financial Agreement of the Horizontal Programme on Nuclear Safety and Radiation Protection in the framework of the Instruments of Pre-accession Assistance for the year of 2008, between the Commission of the European Communities and Bosnia and Herzegovina, 

Amendments to the Financial Agreement between Bosnia and Herzegovina and the European Commission relating to the program of financing the participation of Bosnia and Herzegovina in the ERDF transnational programs of European territorial cooperation ”South East Europe” and the ”Mediterranean” in the framework of IPA component of cross-border cooperation for the year of 2008,

Agreement on Loan (Project of city roads Sarajevo) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development,

Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Macedonia on veterinary cooperation,

Agreement between Bosnia and Herzegovina and the Republic of Slovakia on international road transport of goods and passengers,

Financial Agreement – a pilot-program for conservation and restoration of cultural heritage in the regions of conflict in the Western Balkans for 2008  between Bosnia and Herzegovina and the European Commission.
