Address by BiH Presidency Chairman Bakir Izetbegović at the International Conference “Security of the Balkans, technology and education – challenges in the world of cyber infrastructure”, Sarajevo 13 September 2012

13.9.2012

I see today’s conference as another confirmation of the firm commitment of all states in our region to the strengthening of mutual cooperation. I hope that at this conference, you will offer answers to numerous questions which the time of powerful, fast technological progress sets before us, but also to the challenges and security risks brought by this progress.
Minister of Security Ahmetović,

Prime Minister of the Republic of Serbia Dačić,

Distinguished ministers, ambassadors, representatives, professors,

Dear guests!

Welcome to Bosnia and Herzegovina.

It is my enormous pleasure to, as a sponsor of this conference, greet you and wish you successful work.

I wish to thank the Ministry of Security of Bosnia and Herzegovina, headed by the Minister Ahmetović, and the American University, headed by Mr. Prcić, for the organization of this conference.

Security is the basis of stability and prosperity of every state.

In that context, the fight against organized crime is of the utmost priority.

Although it can sometimes sound as a known phrase, I will repeat it here: the fact is that organized crime acts jointly, in coordination, not recognizing the state borders, or national divisions.

The regional cooperation in the field of security has no alternative. In order for it to be a successful story, we need a clear regional security strategy, operational communication, coordination and cooperation.

But before all it is needed for us to have mutual trust. It is best built precisely through the dialogue of security leaders such as this gathering of today is.

None of our states can successfully confront nor protect from complex and mutually linked security challenges which threaten us in the modern global surroundings we live in.

Surely, none of the states of our region individually, or the wider area of the Balkans, can act alone without strong international institutions and systems, and in that context every single cooperation is necessary and welcome.

The specific thematic framework planned for this meeting is an excellent opportunity to approach the problem of cyber security, that is, the fight against the modern plaque of highly technological, computer crime, in a thorough, serious and scientifically relevant way.

It is my particular pleasure that the organizers of today’s gathering are the Ministry of Security of BiH and the American University.

A close cooperation among the government institutions and scientific-academic institutions is necessary and will be of key importance for us to dedicate a systematic and organized attention and successfully confront the threats and challenges in the field of cyber security.

The institutions which fight and which in future will face even more threats of cyber crime, are, along with the political support and financial resources, require necessary expert, educated staff with the necessary knowledge and skills to answer to the technically extremely complex types of cyber crime.

A tight link between the government institutions, education and economy is the key to every positive story.

That is why I do not doubt that today’s gathering will be the beginning of an all-encompassing and orchestrated process of cooperation in the field of fight against cyber crime.

Once again, I wish you a successful conference and pleasant stay in Sarajevo.

Cheers!
