Regarding the latest anti-Dayton and anti-constitutional activities of the government of the BiH entity of RS, Member of the Presidency of BiH, Dr Denis Bećirović stated the following:

“The anti-Dayton and illegal
acts, adopted by the National Assembly of Republika Srpska (NARS) on 22.8.2025,
prove once again that the deposed President of the Bosnian-Herzegovinian entity
of RS, Milorad Dodik, and his closest associates are not giving up on the
dangerous policy of destabilizing Bosnia and Herzegovina. They continue with
irresponsible activities that threaten the peace, independence, sovereignty,
and territorial integrity of Bosnia and Herzegovina.
Milorad Dodik is now a private
person, with a final judgment and many years of restrictive measures in his
dossier. By following him in his desperate moves, which undoubtedly violate and
otherwise do not respect the final and enforceable decision of the Court of
Bosnia and Herzegovina, the heads of entity institutions are directly violating
the Criminal Code of Bosnia and Herzegovina, which prescribes a prison sentence
of up to five years for such acts, as well as a ban on working in public
institutions.
The illegal acts of the NARS
represent a flagrant violation of the Constitution of Bosnia and Herzegovina
and the Dayton Peace Agreement. Such acts are legally null and void,
politically destructive and deeply destabilizing. These are activities that constitute
a serious criminal offense. Neither the Constitution of Bosnia and Herzegovina
nor any applicable law gives the entities the right to challenge or annul
decisions of state institutions, and especially not to review final court
judgments through a referendum. Furthermore, the unlawful acts of the RS
National Assembly have no basis in law and do not produce legal effects. They
exclusively contribute to the destructive policy of undermining the rule of law
and continuing self-isolation of the BiH entity of RS.
The competent state
institutions of Bosnia and Herzegovina, especially the Prosecutor's Office of
Bosnia and Herzegovina, are obliged, in accordance with their authorities, to
take all necessary measures to protect the constitutional order and prevent further
attempts to undermine the state. Also, international actors in Bosnia and
Herzegovina have a clearly prescribed mandate and are obliged to clearly and
unequivocally condemn any act that challenges the fundamental provisions of the
Dayton Peace Agreement, as well as to sanction all those who threaten the peace
and stability of Bosnia and Herzegovina and the region.
The dismissed president of the
Bosnian-Herzegovinian entity of RS and his closest associates are clearly in a
great and dangerous delusion when they think that their anti-Dayton and
anti-constitutional activities will be looked upon with folded arms“.
