This rotation is based on Article V, para 2. b. of the Constitution of Bosnia and Herzegovina, and in relation to Article 5. para 2 of the Book of Regulations of Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina, no: 25/01 i 35/02).
